They cluster on a small set of corridors that Phoenix Vision Zero formally calls the High Injury Network, a defined subset of city streets that produces a wildly disproportionate share of killed-or-severely-injured (KSI) crashes. A tiny fraction of Phoenix street mileage drives the majority of severe-injury and fatal outcomes citywide. Crash clusters are not random. The same factors show up at most High Injury Network locations:
Wide, fast arterials with too many access points. Streets like 43rd Avenue and Van Buren are built for vehicle throughput, not safety. Posted speeds of 40 to 45 mph combined with dozens of driveways and side streets per mile create constant conflict points.
Signal timing mismatched with travel speed. When signals are timed for a 45 mph progression but real traffic moves at 30 mph in rush hour, you get hard braking, red-light running, and rear-end pile-ups.
Thin pedestrian infrastructure. Many High Injury Network roads have marked crosswalks spaced a quarter-mile apart or further. People cross mid-block because the marked crossing is too far away. Drivers don’t expect it.
Lighting and visibility gaps. Phoenix surface streets vary widely in nighttime lighting. The deadliest pedestrian crashes often happen at night on poorly lit stretches of Van Buren and Indian School.
Freeway interchanges with short merges. On I-10 and Loop 101, short acceleration lanes and abrupt lane drops force last-second moves at 70+ mph.
None of this is the injured person’s fault. But these are conditions an attorney needs to document, because they often shift how comparative fault gets allocated.
Most journalists and policy advocates miss this point: the Phoenix High Injury Network has stayed remarkably stable since the city first published it in 2019. The same roads. The same intersections. The same crash patterns.
Why? Three reasons.
The underlying road design hasn’t meaningfully changed. Vision Zero has produced traffic-calming pilots, a handful of pedestrian hybrid beacons, and some signal-timing adjustments. What it has not produced is a wholesale redesign of 43rd Avenue, Van Buren Street, or Indian School Road. The lane widths, posted speeds, and driveway densities that cause crashes are mostly still in place.
Land use along these corridors has gotten more intense, not less. New apartment buildings, more pedestrians, more delivery vehicles, more rideshare pickups. Each of those adds conflict points to roads that were already over capacity.
Enforcement has shifted. Phoenix PD’s traffic enforcement staffing has dropped over the past several years, and red-light cameras have been removed from most of the city. Drivers who ran reds at 35th Avenue and Camelback in 2019 are still running them, with fewer consequences.
What this means for an injured person: the dangerous condition is the same today as it was when the city first flagged it. That matters when an attorney is documenting whether road design or signal timing contributed to a crash. The prior-notice element of a public-entity claim becomes easier to prove when the hazard has been on a published city list for years.

Heavy commercial traffic, high pedestrian volumes near bus stops, and frequent left-turn conflicts. Side-impact and pedestrian crashes are common, with a steady share of nighttime pedestrian KSI events.
A wide arterial with high posted speeds and long blocks between signals. Rear-end and angle crashes are the most common types here, with a persistent pedestrian KSI count.
Six lanes, dense retail driveways, and constant lane changes. Sideswipes and rear-ends cluster around shopping center entrances.
A north-south arterial that funnels commuter traffic across multiple neighborhoods. Left-turn crashes and pedestrian strikes are over-represented.

Intersection crashes are usually the most violent because they involve angle and side impacts. A driver running a red at 40 mph hitting another car’s door produces injuries a rear-end at the same speed usually does not. The High Injury Network intersections include the following.
High volumes in every direction, with left-turn-on-yellow conflicts driving most of the KSI crashes. Pedestrian strikes also occur in the crosswalks.
A signature angle-crash location. Red-light running and failure-to-yield on left turns are the two dominant fault patterns.
Rear-end crashes from sudden stops at the signal, plus pedestrian strikes in the north-south crosswalks. Vulnerable road users are over-represented.
Heavy truck traffic mixes with passenger vehicles, and the geometry favors high entry speeds from Buckeye. Side-impact crashes involving commercial vehicles are common. Commercial-truck involvement adds layers (federal motor carrier rules, employer liability, commercial coverage) that don’t apply in a passenger-vehicle crash.
A Vision Zero flagged intersection that has been under-discussed in legal coverage of Phoenix crashes. The geometry creates a long signal cycle, which encourages red-light running on the late green from both Northern and 19th. Angle and left-turn crashes dominate the KSI counts here, with a meaningful pedestrian share at the south-side crosswalk.
When pedestrian accidents or bicycle accidents happen at these intersections, the injuries are often catastrophic, and the at-fault driver’s minimum-limits policy is rarely enough to cover them.
Surface streets get most of the attention, but Phoenix freeway interchanges produce some of the worst multi-vehicle wrecks in the state.
The I-10/I-17 Stack and the I-10/SR-202/SR-51 Mini-Stack are both among the highest-volume crash zones in ADOT data. Short merges, weaving sections, and lane drops cause chain-reaction rear-ends. Speed differentials between freeway and ramp traffic are a constant problem.
These interchanges show elevated crash rates in ADOT data. High speeds, suburban commuter volumes, and aggressive lane changing produce serious-injury rear-end and sideswipe crashes.
High peak-hour congestion and frequent stop-and-go produce rear-end clusters, especially at the I-10 interchange and through the Mesa stretch. The US-60 commuter corridor through Mesa is a consistent rear-end hotspot in the metro. Truck involvement on US-60 between Apache Junction and Mesa runs higher than the urban average.
The SR-202 Red Mountain segment through Tempe and east Mesa shows a distinct crash pattern: high-speed rear-ends near the Loop 101 interchange and at the Dobson Road and Alma School Road exits, where short deceleration lanes meet heavy retail-driven exit volumes.
The Santan Freeway (SR-202 South) corridor through Chandler and Gilbert has produced a rising share of multi-vehicle crashes during the evening commute, particularly between the I-10 interchange and Gilbert Road. The combination of high posted speeds (65 mph), suburban growth pushing volumes past original design assumptions, and frequent stop-and-go at the I-10 merge creates a setup for chain-reaction rear-ends.
These two SR-202 segments don’t get the public attention I-10 does, but they consistently appear in ADOT crash data as elevated-risk corridors.
Freeway crashes change the math on damages. Speeds are higher, multiple vehicles are usually involved, and identifying every potentially liable driver and every available insurance policy takes real work.
Phoenix dominates Arizona’s crash numbers in absolute terms, but per-capita patterns vary across the major cities.
What this tells you: Phoenix is the worst by absolute count, but Tempe and Tucson have per-capita pedestrian and bicycle risk profiles that are closer to Phoenix than people realize on a road-mile basis.
The hours after a crash on one of these corridors matter more than people realize. Adjusters are going to argue road familiarity, claim you should have seen the hazard, and pin a fault percentage on you. Documentation is the only thing that pushes back.
The fifth one is the one people get wrong most often. Recorded statements are voluntary. There is no legal obligation to give one to the other driver’s carrier in the immediate aftermath of a crash.
Most crashes on Phoenix’s High Injury Network are still driver-on-driver liability matters. In a rear-end, the following driver is usually found at fault because Arizona law requires drivers to keep a safe following distance and a proper lookout. The driver who ran the red is at fault for the T-bone. The driver who turned across oncoming traffic is at fault for the left-turn collision. Standard rules, applied normally.
But sometimes the road itself is part of the problem, and that opens a second possible defendant: the government entity that designed, signed, or maintained it.
Government claims operate under a different framework. Arizona’s governmental immunity statutes, including A.R.S. § 12-820 and the related provisions, give public entities meaningful defenses to liability for discretionary design and policy decisions. They are not absolute shields, but they are real. The other key piece is the notice statute.
Under A.R.S. § 12-821.01, any claim against the City of Phoenix, Maricopa County, or ADOT requires a formal notice of claim filed within 180 days of the crash. Miss that deadline and the claim is barred, regardless of how strong the underlying facts are. The standard two-year Arizona personal injury statute of limitations does not save you here. The 180-day notice comes first.
The second hurdle on public-entity claims is the prior-notice element. To establish liability for a dangerous road condition, you generally have to show the entity knew or should have known about the hazard and had a reasonable opportunity to fix it. This is exactly why the Vision Zero High Injury Network publication matters. When a corridor has been on the city’s published list of dangerous roads for five-plus years, the “should have known” argument is straightforward.
